A.      ROLL CALL

Chairman Joseph Carino called the meeting to order at 7:00 p.m.  The following actions were taken during the March 23, 2010 Special Meeting of the W.P.C.A.

C.      NEW BUSINESS

        1.      CT Studios, LLC – R011A Chapel Road, 245 Chapel Road, R008 John Fitch Boulevard, 240 Ellington Road – (Approval to              Connect)

Mr. Dave Taglianetti of Vanasse Hangen Brustlin, Inc. was in attendance to represent this application.  He provided a brief overview of this project and explained that the project site was approximately 40 acres, and is bounded by John Fitch Boulevard, Chapel Road, Ellington Road and I291.  The proposed project involves development of approximately 27 acres of the 40 acres.  The building is a state-of-the-art, production studio, consisting of four buildings containing 8 sound stages totaling approximately 160,000 square feet of space and approximately 100,000 square feet of office space.  Also, there is a proposed mill building of approximately 75,000 square feet for sound stage and storage purposes.  Above the mill building there is a proposed 30,000 square feet of office space which will be used for post production facility.  Access to this project will be off Chapel Road, there will also be access off of Ellington Road.  The entire site will be fenced in.

Chairman Carino asked what would be the potential use of the other 13 acres of the site.  Mr. Taglianetti responded that with the studio project, there will be potential for future development.  He also responded that there is no actual regulated wetland on the property but there is some buffer to the existing wetland that extends to this property.  Because of that buffer, the project was subject to review by the Inland & Wetlands Commission which unanimously approved the storm water design.

Chris Beaulieu-Shea, P.E. of Vanasse Hangen Brustlin, Inc. was also present to represent this application and explained that there is a potential of future development and the Town has been provided with the technical supplement describing the types of potential uses from this development.  She explained that because of the elevation of the existing sewer in Chapel Road, and the elevation of the site, the sewer will involve 4 inch diameter laterals with a slope of 2%; except for the last pipe from the manhole between building 1 and 2 which will have a slope of ½ %.  She also stated that this project involves a pump and force main system connection to manhole number 7 which is between building 1 and 2 in anticipation of future development.

Mr. Fred Shaw reported that he reviewed the plans and there was a concern about the flatness of the area and the pipe not having enough slope for self cleansing velocities.  So, the Town staff has considered options, such as having a flushing valve, or a low pressure system.  However, he has been informed just this evening that the applicant engineers discovered an error in the calculations, and will provide data to the Town to demonstrate that the pipe slopes will be sufficient.

Mrs. Beauliau-Shea responded that with the new calculations, probably all the mains will have sufficient velocity to provide the cleansing, except for manhole number 7 located by building 1.  Mr. Shaw recommended extending the force main on the last manhole in order to have a transition point between the force main and the gravity system.  Mr. Shaw also explained that a 4 inch lateral will be sufficient to handle the anticipated flows.

Mr. Fred Shaw was asked if the proposed sanitary sewer will be sufficient to handle the potential development of the other 13 acres.  Mr. Shaw responded that the applicant has provided sanitary sewer flow calculations for both phases which demonstrated that they would be.

Answering questions from the Authority, Mrs. Beauliau-Shea responded that a grease interceptor would not be necessary as there will be no kitchens facilities as part of this development and there is no intention to park trucks in site of any buildings; there will be no industrial process discharge.

Robert Pellegatto of 128 Chapel Road, South Windsor expressed his concerns of having any chemical discharge on his well, should there be any ground outlet on the other side of Route 5.  Mr. Shaw responded that there will be no industrial process discharge.  Mrs. Beauliau-Shea added that the entire site is designed to exceed the Connecticut standards for storm water quality, and the discharge will be retained on site.

Motion was made to approve the application as presented for connection to the Town’s sewerage system for proposed motion picture and television studio, production and post production facility located at R011A Chapel Road, 245 Chapel Road, R008 John Fitch Blvd., and 240 Ellington Road, South Windsor, CT as more specifically shown on plans entitled “Connecticut Studios, South Windsor, Connecticut” Prepared by Vanasse Hangen Brustlin, Inc., Providence, RI; Dated February 26, 2010, Project Number 72189.00; Drawing Number C-10, Sheet 10 of 17, “Utility Plan, Panel 1” and Drawing Number C-11, Sheet 11 of 17, “Utility Plan, Panel 2”.  This motion is subject to the following: (1) given the flatness of the site and the slope of the pipes, the Town Engineering Department shall be provided with and shall approve the proposed sewer plan, based upon recalculated flow velocities for the proposed sanitary sewer plan; (2) include a stub on manhole 7 in order to have a transition point between the force main and the gravity system.

B.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS
        None

D.      COMMUNICATIONS AND REPORTS

Mr. Fred Shaw reported that a joint meeting between the Town Council and the Authority will be held on Wednesday, March 24th for the purpose of discussing and reviewing the Water Pollution Control Authority Rules and Regulations; also the Town Attorney will attend the meeting to answer any questions.

The Authority reviewed the Town Attorney’s legal opinion dated March 12, 2010 and a brief discussion ensued.  There were no more items to discuss on the Agenda, therefore, the Authority moved to adjourn the meeting.
